Assignment:

To provide technical expertise to lead UNICEF’s data systems interventions with the Federal Ministry of Education and selected States

Qualification

• An advanced university degree in Education or social Science or public policy or Business Administration
• A minimum of Eight (8) years of relevant professional experience with government education systems to develop monitoring and evaluation systems to collect data on schools and monitor performance of schools.
• At least five years of working at field level to train and coach district and federal level education officers in data systems.
• Advanced knowledge of education management information systems.
• Training and coaching skills on education data management, data collection and analysis, education data and planning.
• Experience of supporting at least two countries in EMIS implementation required.
• Previous UNICEF experience and working with Ministries of Education required.

2. Consultancy: To develop an adolescent Mental health and Psychosocial Support (MHPSS) training manual and tools for health workers, teachers, and social welfare officers with a focus on adolescents, (40 working days).

Assignment:

To develop an adolescent Mental Health and Psychosocial Support (MHPSS) training manual and tools for facilitators to train and equip healthcare workers, teachers, and social welfare officers (CBVs, CWACs and peer educators) working with and for adolescents in the provision of MHPSS services in health facilities, schools, and communities. The consultant is also expected to develop a MHPSS service directory to strengthen linkages and referral systems in North Western and Luapula Provinces.

Qualification:

• Master’s Degree in similar fields or Mental health/Psychiatry/Psychology/Psychosocial support or other related fields
• Proven experience in developing training manuals or similar documents
• Strong understanding of mental health and psychosocial support

3. Consultant (Rwanda), Education Outcomes Fund (EOF), Hosted Fund, 36 Months

Location: Kigali, Rwanda

Deadline: 30 Mar 2025 11:55 PM

Assignment:

Deliver at least 15 workshops for government partners and implementing partners on the EOF program in Rwanda. This should cover the fundamentals of outcomes-funds, its key differences from other program models, and the implications for the implementation of EOF’s program in Rwanda.

Each workshop is estimated to be 1-day in length.

Produce a report focused on the program’s first year of implementation (April 2025 – March 2026), informed by conversations with government partners, each of EOF’s implementing partners, EOF’s independent evaluator, and other key program stakeholders

Conduct site visits (in coordination with EOF’s contracted independent evaluator) to a sample of program sites (5 sites per visit), ensuring program implementation aligns with standards.

Qualifications:

• An advanced degree in political science, economics, finance, business, education, international development, international public policy, project management, social sciences, communications, or a related field, is required.
• A minimum of 8 years’ experience in managing strategic development programmes with the Government of Rwanda, ideally in the education sector.
• Direct experience of working with the Government of Rwanda, ideally in the education sector.

4. Roster of Consultants for Partnerships Expertise, Education Outcomes Fund (EOF), UNICEF Hosted Fund, Remote

Education Outcomes Fund (EOF) aims to create a roster of experienced consultants who can support EOF with the development and implementation of its partnerships strategy.

Assignment:

Consultants will support EOF’s Chief of Operations to develop and implement EOF’s partnerships strategy for the organization and its programs.

Qualification:

• A university degree in political science, economics, finance, business, education, international development, or a related field, is required.
• A minimum of 1 year of professional experience in a relevant area is required. This includes partnerships, fundraising, education, international development, public policy, think-tanks, charity, or management consulting.

ECW is creating a roster of Partnerships experts with solid track records in specific geographic markets who can initiate innovative and non-conventional partnerships and funding opportunities with private and public donors.

Assignment: 

Successful candidates will help generate new funding opportunities, broaden ECW’s network of influential partners, and raise awareness of ECW and its impact at the highest levels of politics, policymaking, business, and philanthropy. The consultants are expected to deliver concrete results and the success of the assignment will be measured by a) the quality of initiated ideas and approaches that are implementable in the first 12 months, b) the number of new leads identified to mobilize resources from the private sector, c) successful expansion of ECW’s network of influential partners in policy, political and private sectors.

Qualifications:
